Known in Taiwan as the “God of Off‑Road,” Mr. Ho‑Huang Chen announced that after the easing of the pandemic, he formed the iTaiwan Rally Team to compete in the 27th Asia Cross Country Rally (AXCR), an FIA‑certified international off‑road event held from November 21 to 26, 2022, across Thailand and Cambodia. At the same time, he announced the establishment of the Society of Safe‑Driving, a nonprofit public‑interest organization.
Participating in this rally embodies the society’s mission—to gain hands‑on off‑road driving experience, enhance Taiwan’s visibility internationally, and exchange expertise with international drivers.
The Society of Safe‑Driving is legally established as a nonprofit organization with the mission of promoting safe driving.
Its key tasks, implemented in accordance with relevant regulations, include:
-
Enhancing vehicle operation skills, safe driving practices, understanding of electronic and mechanical systems, and correct operation for personnel in firefighting, rescue, and military units.
-
Promoting safe driving and driving etiquette education for all.
-
Promoting off‑road safety, driving etiquette, and ecological awareness.
-
Promoting international vehicle regulations, academic and technical exchanges on safe driving.
-
Promoting education in various international and off‑road racing fields.

The Society of Safe‑Driving offers training for frontline rescue personnel, including techniques for safe driving and navigating rough terrains during disasters. Even when roads are severely damaged, they can still transport heavy rescue equipment and personnel to their destinations swiftly and safely.
Founder Mr. Ho‑Huang Chen stated:
“Taiwan is located in the Pacific Ring of Fire, and people need to cultivate disaster‑awareness. Rescue personnel must improve their skills. After major earthquakes, damaged terrain and roads often cause rescue delays. That’s why firefighters and rescuers need advanced driving skills. I want to contribute what I can to Taiwan.”
Mr. Chen added:
“With extensive experience in high‑level international competitions, I’ve also assisted firefighting units with vehicle training. Rescue work and racing share similar logic: both require completing tasks in the shortest time. Many countries send their firefighting elites to competitions because both rescue missions and off‑road rallies face unpredictable environments. Our participation is not just about ranking but about ‘training through competition.’ We bring back what we learn to pass on vehicle skills, technical knowledge, and terrain assessment to frontline firefighters through the Society of Safe‑Driving. We welcome anyone who wants to contribute to Taiwan to join us!”

Fire Department Director‑General Hsiao Huan‑Chang remarked:
“When firefighters are dispatched for rescue or emergency medical missions, whether driving small vehicles or large specialized rescue trucks, they require higher driving skills than ordinary drivers. The Fire Department is currently reviewing the ability of each county and city’s special rescue units. If, in the future, they can receive free training from the Society of Safe‑Driving and gain international off‑road competition experience, it will certainly improve their driving and obstacle‑overcoming skills during disasters.”
The 2022 Asia Cross Country Rally (AXCR) started in Buriram, Thailand, and finished in Siem Reap, Cambodia, covering over 1,500 kilometers.
On November 21, 2022, the ceremonial start was held in front of Chang Arena Stadium, with more than 50 vehicles from eight countries—Japan, Taiwan, Indonesia, Malaysia, South Korea, Cambodia, Vietnam, France, and Thailand—participating.
This year, Mr. Chen also entered with a modified FUSO Canter commercial truck, leveraging his extensive experience to bring back invaluable real‑world training insights for the Society of Safe‑Driving.
